The Federal Commission for the Protection against Sanitary Risks (COFEPRIS) establishes the rules for regulating cosmetics and collaborates with the Office of the Federal Prosecutor for the Consumer (PROFECO) to monitor their commercialization.

COFEPRIS's and PROFECO’s primary functions include:

  • Establishing quality, safety, and efficacy requirements for cosmetic products.

  • Granting permits for the marketing of cosmetic products.

  • Conducting inspections and verifications to ensure compliance with regulations.

  • Addressing consumer complaints and reports.

  • Verifying that cosmetic products are properly labeled.

  • Conducting quality studies on cosmetic products.

  • Addressing consumer complaints and reports related to the advertising and marketing of cosmetic products.

Companies that manufacture, import, or sell cosmetic products in Mexico must be aware of the regulations established by COFEPRIS and PROFECO to avoid sanctions and ensure consumer safety.

  • IPS does not commercialize any products. We focus on obtaining a successful regulatory outcome; however, we can provide valuable insights regarding distributors in Mexico.

  • Cosmetics do not require registration for marketing in Mexico. Our advise is to submit a classification consultation in COFEPRIS and create a compliant advertising strategy.
